This site is the reference point for the Neo4j graph database API. Every Neo4j release will have a separate directory directly under this root, for example http://api.neo4j.org/1.6/ for the 1.6 release. There's also a symbolic link http://api.neo4j.org/current/ for the latest stable release of the API. Note that milestone apidocs are not following this scheme (see the link to the latest milestone).
